Dream about Joey 2003

Had a dream about my older brother joey. In this dream I pulled up in a long black shiny limo. I walked across the street, climbed up a fire escape and stepped into what looked like a huge tunnel. I walked through the tunnel about 100 ft. I came to an entrance that looked like an entrance to an apt..
I walked in and Joey was standing there in a dull black shirt. I told him he wasn't where he needed to be. He said he knew that, what was the point. I told him he had to get where he needed to be. There was a dull small black car in front of him with no gas. I told him to refill the tank and get going.

CONFIRMATION:
When I called Joey I told him the dream and he said a message? I said yes, you said you better give it.  I told him the it made perfect sense. He said he fully understood the meaning that he was dragging is feet in doing what he was called to do, because of other issues he had in his life and thanked me for the message.
